tabInstallation Antiterrorism Policy Statement 
Every Joint Base McGuire-Dix-Lakehurst team member is important to me. As a result, I have directed an aggressive Antiterrorism Program to protect not only the people that live and work on our installation but also the facilities, material resources and our environment against terrorist attack. Every individual on the installation has the responsibility to their part in making our installation a hard target. If one person makes a mistake, it can cost lives of many when installation security is exploitable. We are all critical sensors that must remain alert and vigilant to suspicious or criminal activity. Our safety and security depend on trained, empowered people who immediately report criminal and potentially harmful activity. While physical security measures and Random Antiterrorism Measures (RAMs) are executed according to Air Force Policy, the key to success for these programs is our people. It is incumbent on any individual working and living on our installation to understand clearly what actions to take in case of an emergency. Our shared Joint Base Team goals are to protect lives and safeguard property and the environment. Through a concerted effort of DETERRENCE, VIGILANCE, and COORDINATED ACTION, we will succeed.

tabFort Dix Six 
On May 7, 2007, there was a thwarted terrorism plot aimed at Fort Dix. The "Fort Dix Six" (a group committed to kill as many soldiers as possible) were arrested during the weapon procurement phase of planning. This arrest renewed JB MDL's determination to counter terrorism at every step while continuing to maintain a safe and productive work environment. There is no information that suggests JB MDL is currently being targeted. Furthermore, there is no indication or information to suggest an Active Shooter scenario, it remains a major concern.
tabTravel Security 
Be prepared for the unexpected:
· Prior to Travel--Complete Level I Antiterrorism Training
· Prior to Travel (OCONUS) - Receive an AOR specific Threat Brief
· Hotel Selection--Considerations
   · Select an inside room (away from the street-side window)
   · Select a floor between the 4th to the 10th floor
· If traveling overseas, know the location of the U.S. Embassy and other safe locations where you can seek refuge or assistance
· Do not allow the hotel to copy your common access card
· Secure all valuables at all times
· Inspect your room for electronic devices
· Keep your blinds or curtains drawn at all times

Terrorism is defined as the calculated use of violence or the threat of violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological. (Department of Defense Definition)
tabSituation Awareness 
LOOK FOR:
· Young (17--35 years old)
· Loitering:
      · Repeat appearance in the same vicinity
      · Avoiding law enforcement
· Nervous
· Measuring distances
· No apparent reason for being around a site
· Asking security related questions
· Taking notes
· Cell phone picture-taking
· Videoing or taking picture of unusual places:
      · Gates
      · Entry ramps
      · Bridges
      · Personnel manning access points
      · Barriers
      · Driving a rental car
tabTo and from work in transit 
Be prepared for the unexpected:
· Look for tampering of your vehicle
· Look under and around your vehicle
· Keep your doors locked at all times and windows rolled up
· Alternate routes to and from work
· Avoid choke points
· Alternate parking spaces
· When traveling always leave enough room between your vehicle
· If disposing of your vehicle be sure to remove any installation sticker

1. SURVEILLANCE
May include drawing diagrams, note taking, or vision enhancing devices to monitor or record facilities and activities
2. ELICITATION
Attempts to obtain information on the people, procedures, or the facility
3. TESTS OF SECURITY
Attempts to breach security  measures or assess response times
4. ACQUIRING SUPPLIES
Gathering harmful chemicals, infected materials, or other supplies for attacks
5. SUSPICIOUS PERSONS
Person (s) who do not appear to belong in a given setting due to unusual behavior
6. DRY or TRIAL RUNS
Preparatory behaviors, such as practice runs or route mapping
7. DEPOLYING ASSESTS
Placing people and supplies into a place to commit the attack
